Searching for a Story

I'm pretty desperate in my search for this one particular story. I hope someone can help me.

All I remember about it is:

In the story, the Vulcans and humans don't trust each other, so they put a vulcan and a human as the command duo on each starship. Spock is chosen as the captain and Jim Kirk is chosen as Spock's First Officer. I think a bag and marbles are used for the selection process.
