Uhura Character Story, worldbuilding focus on eugenics?

I'm looking for a fic that I'm about 98% sure was amnestied.  It was a piece that focused on Uhura and although it was about mid-length, didn't really have a plot per se (at least that I recall) and was largely several snap shots from her life.

Things I remember:
*Opened with a quote from the losing side of the eugenics war?  It was definitely a manifesto, from a group called something like the Eastern Alliance.  I think it contained an indictment of the colonial nature of the Federation?
*Her family immigrated to North America from East Africa, her grandmother was the matriarch and her father was the passive one in her parents relationship.  There was some implication his brain had been altered, I think?
*She first saw a pregnant woman at the Academy, and was really grossed out and horrified
*She wakes up after sleeping with Spock, and realizes that she's gotten her period for the first time in years after some sort of implant failed.  She runs to the bathroom, freaking out.  Spock helps her change the sheets, and licks the blood off of her fingers.

Know it sounds weird (especially since I can only remember pieces) but it was very good, and I'm going nuts trying to find it again.  Does anyone recognize this fic?
