Specific Tom Paris fic

Voyager fic blast from the past involving Caldik Prime. May have been Tom/Chakotay. AU where at some point somehow it is discovered that Tom was drugged up in recovery after the shuttle crash and could not possibly have submitted the initial false report? I read this somewhere once and cannot find again... Thanks for whatever help you may give.
