I'm looking for a fic in which two Romulan Colony planets are about to drift into federation space. There's questions of slavery- which does exist. McCoy unintentionally helps inspire a revolt and gets sort of involved with a young Romulan woman who wants to be a doctor. There's a Romulan underground resistance made up of college kids. I'd guess it was meant to be reboot but not sure. My memory is fuzzier than I wish, part of why I hope to reread this.
