One of THE classic Trek fics (and still a pretty damn good read, even after 30+ years) is "The Price" and its novel-length sequel, "Courts of Honour" by Syn Ferguson (Link goes to author's page at ksarchive)
It's been made available online not all that long ago, and the 'zine sold out fairly soon back in the day; it was one of the few that actually merited a reprint run (which also sold like hotcakes).
Most of the angst is on Spock's part, IIRC, but Kirk gets his fair share, too.
