Jim kirk rescues Vulcan child

I remember points about this story:
1) Vulcan trying to find a new place to situate their colony, and they need to share the planet with another group of people who are artists and are emotional.
2) The planet's children are kidnapped, and Jim goes to rescue them, and discovers a Vulcan child
3) Vulcan child is attached to Jim, and gets jealous if Jim's attention is on someone else
4) Jim helps Vulcan child to deal with his grief
